Check city limits and the three-mile planning area
Shawnee County directs properties inside Topeka to the city. For land divisions outside city limits but within the city’s three-mile jurisdiction, its guidance calls for city planning approval before the county building application. A seller’s “outside city limits” description therefore does not settle the approval path.
The county’s building guidance requires a site plan showing improvements and relevant separations. Its environmental guidance says septic sizing considers percolation testing and bedroom count. Reserve workable space for wastewater and access before fixing the home and shop footprint; a larger garage does not compensate for an unsuitable disposal area.
Unincorporated Shawnee County has a building code. The county describes a notarized compliance affidavit accompanying work that requires a building permit. Ask the designer and contractor who prepares that document and which current requirements govern the proposed residence. Do not assume a farm-style exterior creates an exemption.
A workshop attached to a residence and a business operating there are different land-use questions. Shawnee County requires a home-occupation permit in its unincorporated jurisdiction and publishes limits on the activity. Describe customers, deliveries, employees, noise and equipment to planning staff before designing around commercial use.
