Benton County's detached-shop exemption is not a housing exemption
Benton County excludes certain detached utility structures from building permits in unincorporated areas, but expressly says that exception does not authorize habitation. A later residential conversion requires applicable approvals and code compliance. New trade work still needs permits, and the county directs applicants to contact Planning for site-plan review even when a building permit is exempt.
Planning, building and septic are separate approvals
Benton County Planning handles items including floodplain, stormwater and home/rural occupation permits. Building Safety handles building and trade permits, while the Arkansas Department of Health regulates septic systems and wells. A live-work barndominium brief should identify the actual business activity and wastewater proposal before anyone promises a simple residential approval.
Washington County's unincorporated process differs
Washington County says it does not enforce building codes for qualifying single-family homes in unincorporated areas, but its residential guidance states that Arkansas State Code must still be met. Septic, floodplain, additional dwellings, access and commercial uses remain separate questions. Confirm the parcel's jurisdiction and approval path with Planning before relying on an exemption.

Can I permit a shop in Benton County and quietly finish it as a home?+
The county's published utility-building exemption expressly excludes present or future habitation unless the required permits are obtained and the structure meets applicable codes. Does unincorporated Washington County mean no approvals at all?+
No. The county distinguishes its treatment of qualifying single-family construction from septic, floodplain, additional-dwelling and commercial requirements. Is an Arkansas barndominium builder necessarily offering interior completion?+

Put both on the same scope worksheet and resolve bathrooms, kitchens, mechanical systems and occupancy responsibility before treating their proposals as alternatives for a finished home.
